To ease the pressure on Bangalore, how can industrial growth be promoted in Tier II cities?

To promote II tier cities, govt must better the infrastructure of the city and give incentives to the industrialists WHO want to set up themselves over there. Once the industries come, it brings employees, they need housing education, health facilities, gyms and malls. So its all a big circle, one thing leads to another.
